Sample portfolio review

This is what a portfolio review looks like, for a made-up portfolio of 12 buildings. The buildings and findings are illustrative. The penalty and emissions figures are calculated with the FeeWarden method.

5 of 12 buildings are over their cap today. By 2030 it is 10. Three buildings carry 54% of the exposure, so where you start matters more than how much you spend.

Penalties are per year. Cut needed is the emissions reduction that brings the building to its 2030 cap. Priority: fix first covers the buildings behind the first 60% of exposure, plan next is every other building over its 2030 cap, watch is under it.

04Where to start

Where to start

Each bubble is a building: further right means a bigger penalty, higher up means a bigger cut is needed, and a larger bubble means a larger building.

Letters match the ranked table. The shaded band marks buildings whose gap is small enough that operations and efficiency work may close it. This 20% threshold is an assumption.

Fix first 4

Westbrook Co-op, Meridian Hotel, Atlas Tower, Linden Gardens. Start the audits now. Together 67% of the exposure.

Plan next 6

Harbor Court, Riverside Commons, Crescent Plaza, Foundry Lofts, Bayview Apartments, Kingsway Storage. Smaller penalties. Fold them into the same bids.

Watch 2

Pine Street Offices, Union Annex. Under the 2030 cap today. Check again after each yearly filing.

05Budget

What to spend

The break-even budget is the most each building should cost before paying the fine is cheaper.

Break-even budget by building, 5 years from 2030
Westbrook Co-op$828,184Meridian Hotel$606,234Atlas Tower$481,785Linden Gardens$463,114Harbor Court$424,179Riverside Commons$360,981Crescent Plaza$125,202Foundry Lofts$118,166Bayview Apartments$84,776Kingsway Storage$63,318
Portfolio break-even budget$3,555,940

Fines avoided from 2030 to 2034 if every gap is closed by January 2030.

Fix-first buildings$2,379,317

Of that total, the budget for the 4 buildings in the first wave.

How to read this. Break-even is the penalty from 2030 times five years. Spend less than that on a building and the work pays for itself in avoided fines. Utility incentives and financing are not netted out.

06Schedule and bundles

Schedule and bundles

Three buildings start each quarter, biggest gaps first, and every building finishes a year or more before the 2030 caps. Buildings with the same kind of fix go out to bid together.

Heating conversion 6

Westbrook Co-op, Linden Gardens, Harbor Court, Riverside Commons, Foundry Lofts, Bayview Apartments. Gas and oil are over three quarters of their 2030 emissions. One heat pump scope, bid together.

Controls and efficiency 4

Meridian Hotel, Atlas Tower, Crescent Plaza, Kingsway Storage. Mixed fuels or mostly electric. Controls, lighting and envelope work, bid together.

07Data and next steps

Data check and next steps

We checked every filing against other city records before running the numbers.

Data check across the portfolio

Meridian Hotel, Pine Street Offices, Union Annex
Utility data2 buildings: a month of gas bills is missing
Linden Gardens, Kingsway Storage

Benchmarking recordAll 12 buildings filed on time for the last 5 years
Next steps. Fix the data gaps before the May 1 filing. Start audits for the 4 fix-first buildings. Request quotes for both bundles. We re-run this review when new filings post.

This is a planning estimate from each building’s energy use and the city’s published limits. It is not a certified filing: annual reports need a licensed engineer or architect. It is not legal advice, and retrofit prices need an energy audit. The buildings, data-check findings and schedule are illustrative.
